- The following announcements were made:
- Mr. Ross was welcomed as na official member of the committee
- Dr. Shen was introduced to the committee as the new Faculty representative
- Committee members discussed the role of the Dawn Footer, the current BSG Treasurer, on the committee. Last year the BSG Treasurer served on the committee as the Undergraduate Student Representative. This year BSG has selected their treasurer to serve on the committee, but the treasurer is a graduate student and we currently have Dillon Thompson serving as the Graduate Student Representative. Members discussed the importance of Ms. Footer’s presence on the committee with the request for BSG to evaluate their assessment criteria. It was determined that Ms. Footer should be a voting committee member. Ms. Riotto will consult with Dr. Copelton regarding the committee adding another Graduate Student Representative so that Ms. Footer can serve as a member. We are still in need of an Undergraduate Student Representative.
- Committee members discussed the following open items:
- The committee is requesting that BSG reevaluate their assessment criteria to be effective
fall 2019. Ms. Caruso will be meeting with Josh Mathews, BSG President, next week to
determine the best way to submit this request. As well as Ms. Riotto will be going over
the work that was done by the committee with Ms. Footer, BSG Treasurer, next week. - The committee is requesting Advancement to reevaluate the naming of the Alumni Fee,
which is currently referred to, as “A Gift to the Fund for Brockport”. Ms. Riotto will work with Ms. Major on the follow-up with Advancement. - The committee is following up on the utilization of the Double Technology fee for Online Programs. Dr. Daniel indicated that Dr. Heyning was concerned that there is a possibility that the students in the Online Programs are being penalized with this fee because the program that they are in is only offered online. Committee members stated that there were other fees that they would not be using like Transportation and Athletic that were removed. In addition, Recreation was changed to an opt-in fee and there is a flat $25 Health fee for possible utilization of online mental health services. This was done to balance the level of fees the Online Program Students would be charged so that they were not charged more than students that are on campus. Concern was expressed over including hybrid programs in the category with the online programs, as students would be on campus and may be utilizing services they are not paying for. It was determined that the two newest programs that could be considered hybrid are the Higher Education and MBA. These programs are registered with SUNY as online programs. Once a program is 50% online, it is considered an online program by SUNY. There are different percentage levels to indicate with SUNY on whether a program is 50, 75, and 100% online. It was stated that the two programs in question are 90-95% online. It was just encouraged that committee members be mindful of this potential situation as more
programs are developed and offered.
- The committee is requesting that BSG reevaluate their assessment criteria to be effective
- Ms. Riotto stated that all members were asked to review the new SUNY policy and the reasons for this were to make sure that all of the work that was accomplished by the committee would not conflict with the new policy and if there was anything in the new policy that the committee needed to follow up on. The following items were discussed regarding the new policy:
- The Campus Fee policy would need to be updated from a tri-annual review of the Broad-
Based fees to a bi-annual review of the Broad-Based fees to be consistent with the SUNY policy.
o Ms. Riotto will seek clarification from SUNY regarding the request for a report on the
full list of fees governed by this policy by the end of fiscal year 2018-19. - Committee members discussed the change in the SUNY policy regarding the Commencement fee. The SUNY policy states that the Commencement fee needs to be
voluntary. The concern over this is that the fee pays for the ceremony. Members discussed how we can navigate through this and how to maintain a revenue flow to cover the costs of the ceremony. Last year, the amount charged to the commencement account
was between $85,000-$100,000. For next meeting, Ms. Riotto will bring the past three
fiscal years of expenses to the committee so members can discuss some options of revenue to present to JPBC. This Commencement fee needs to be included into our fall
report and presented to JPBC.

- Ms. Caruso asked if anyone in SUNY is addressing the fringe issue because it is crippling to the budgets. Ms. Riotto will check in with the Vice-Chancellor in preparation for our next meeting to see where Systems stands on the fringe concern.
- Dr. Daniel requested to obtain data regarding how many students are utilizing the Credit-By- Exam and how much revenue is generated. Mr. Dowe will try to obtain the number of students that are awarded Credit-By-Exam. This will allow the committee to see if this fee needs to be increased. Ms. Hallenbeck will look up the revenue amount received for this fee and Ms. Riotto will research the revenue flow for the fee.
