Approval of May 17, 2018 Minutes
Dr. Copelton asked the committee to review the minutes from the May 17, 2018 meeting. With no corrections, Dr. Lakshmanan motioned the minutes to be approved, Dr. Hernandez seconded the motion, and all present voting members were in favor except for three abstentions. Therefore, the minutes were approved.

Presentation of Five Year Financial Model

Mr. Spiro presented the new Five Year Financial Model. This model was presented to President’s Cabinet last week. The following are members’ concerns regarding the presented budget model and Mr. Spiro’s response:
Concern: With the tentative UUP contract agreement, are the increase in salaries and
retroactive pay reflected in this model?
Response: This model was designed before the tentative agreement was reached, but the
model does reflect the anticipated salary increases. In the next model update in July or August, the tentative agreement information will be more accurately reflected.
Concern: How do we go from such a substantial deficit in the “Balance from Current Operations” (Columns F to J, Line 3, Page 4) to a positive?
Response: Revenue for the enrollment increases that we are expecting in 2021 as well as the
resources used for PIF funding will be available to help contribute to the change.
Concern: Members requested clarification regarding the $200,000 campus-wide debt repayment (International Education).
Response (Note: Both Dr. Haynes and Mr. Spiro addressed this concern):
The debt stems from over the past twenty years by previous directors and the Cabinet decided that the new director that was being tasked with building a major international effort on campus should not have to carry this debt. The campus agreed to take over the debt that is owed to ourselves and the money will be taken out of reserves ($200,000 per year) over the course of approximately 11 years.
Concern: The model does not include any adjustments for utilities and utilities are getting
more expensive each year.
Response: This is a good point and we will research the trend.
Concern: There is a big difference between the “Base Funding Allocated for Faculty Tenure
& Promotion, Staff Promotion & Upgrades, and Net New Positions & Upgrades” between 2017-18 and 2018-19 (Line 1b5, Page 2).
Response: Staffing decisions have been made for 2017-18, but not for 2018-19 yet. Once
those decisions have been made, the total will change.
Other Items from the Committee
- Mr. Haines asked for clarification on the plan for the Small Projects/Alternations funding.
Dr. Copelton stated that funding source will be moved into the process for investment funds but we are still working out how to integrate the small projects/alternations requests into the process.
