Approval of the Minutes
Dr. Copelton asked the committee to review the minutes from the February 28, 2019 meeting.
With no corrections, Dr. Peterson motioned the minutes to be approved, Dr. Bloom seconded the motion, and all present voting members were in favor except for one abstention. Therefore, the minutes were approved.
Announcements
- Dr. Copelton updated members on the calendar of meetings for the rest of the semester:
- On April 11, 2019, there will be a report from the Campus Based Fee Review Subcommittee.
- On April 25, 2019, we will have brief Goal Group updates from all Goal Groups.
- On May 2, 2019, there will be a 5-Year Financial Model update.
- On May 9, 2019, there will be budget presentations from BASC, DIFR and BSG
- On May 16, 2019, there will be task force reports. These task forces were developed based on issues that the Investment Fund Subcommittee discovered during last year’s
review and determined as campus wide needs. The task force groups that were developed are for the campus fleet and tech enhanced classrooms. - On May 23, 2019, there will be a report on budget models. All members were encouraged to attend this meeting, as this is important information.
Report on 2017-18 Investment Funds

Dr. Copelton presented a report on the 2017-18 Investment Funds. The following questions,
answers and discussion points occurred during the presentation:
- Clarification was requested regarding the renovated computer lab in Hartwell and if it is only utilized by the School of Business and Management. Both Dr. Breslawski and Dr. Stites-Doe stated that multiple departments use the computer lab in Hartwell.
- Dr. Wilson provided additional information regarding why the Academic Success Center
decided against swipe card tracking and utilizing check-in tables instead. She stated they
now have a kiosk for check-in and it ties into the EagleSUCCESS software. This is what
they are calling check-in tables. - Dr. Wilson provided additional information regarding the Seymour Union card swipes. This project was not completed because the funding in the Minor Critical Maintenance (MCM) fund was depleted before the project could be paid for. Dr. Copelton stated that there were some changes in leadership and it caused some communication and confusion regarding the funding sources. While Mr. Spiro was here, he reviewed the funding to help prevent this from happening with the 2018-19 projects that were to be funded by MCM funds.
- The question was raised regarding what the percentage was of the funding that was used.
Dr. Copelton stated she did not have the percentage but the amount returned to the reserves was $92,989.25. This was due to some projects coming in under budget, partial finished projects and projects that were not implemented.
2019-20 Investment Fund Decisions

Dr. Copelton reviewed with the committee the funding decisions from President’s Cabinet for
the 2019-20 Investment Funds. In addition, Dr. Copelton noted that there should be a footnote
on the project for the Hall of Fame Kiosk & Display located on “Table 2: Strategic Priorities
Fund”. Cabinet decided that the project would be partially funded by the investment funds and the footnote would indicate that the Brockport Foundation would be providing the additional $9,500 needed to complete the project. Dr. Copelton stated she would correct the report and update Blackboard.
The following discussion points occurred regarding the MCM funds:
- The question was raised regarding the MCM funds and if it is the same as the Alternations funding. Mr. Wall stated that it is not the same. MCM funds are funding we receive every year from the State. For example, we would use this funding if a building needed a new boiler. Some of the investment fund projects fit the criteria of these funds that is why we are able to utilize this funding for some projects.
- Mr. Haines brought up his concerns that in the past the funds have been depleted for maintenance needs before the investment fund projects could complete their projects. It is concerning to move these projects to be funded by this account as it appears these funds are not a guarantee whereas the investment funds are. Mr. Wall stated that our MCM funding was been increased for next year to about 1.5 million.
- Dr. Copelton stated that with the MCM funding, departments do not have to wait until July 1 to start their projects; therefore, the Dance department is excited to be able to start the project of replacing the dance floor in Hartwell as soon as possible. Dr. Kelly stated that one of the concerns that was brought up in the Investment Fund Subcommittee meeting was the poor ventilation and concerns that this would cause the same problem for the new floor. Dr. Copelton indicated that this was in the subcommittee report and Mr. Wall stated that they would be reviewing the ventilation concerns.
