In accordance with the SUNY policies, health insurance is mandatory for all international students and scholars enrolled at SUNY campuses. United Healthcare is the designated claims administrator for the SUNY-mandated policy.
International students who have F-1 and J-1 student visa categories and other non-immigrant visa categories are required to enroll in the SUNY-mandated policy. International scholars with J-1 exchange/visitor, researcher, and professor visa categories are also required to enroll in the policy but are exempt if enrolled in the graduate assistant policy.
More information on the insurance plan can be found on the United Healthcare Student Resources website following the instructions below:
- Select “The College at Brockport – Int’l Student and Scholar”
- For new and current international students (including F-1 exchange students), select “Inbound Students with SHC”
- For students on OPT and J-1 exchange visitors, select “OPT Students”
Access Your Insurance Card
To access your insurance card, follow the steps below:
- Download the UHC app at the App Store or Play Store. Or you can log in to My Account from your computer or mobile device.
- The first time you log in, you must select “Register Now”.
- Enter your name, date of birth, and your Student ID (800#).
- On the next screen, you will be prompted to create a Username and Password. You’ll also be asked to enter your Brockport email address.
- Next, you must choose a confirmation method – either a text message, phone call, or a few security questions. If you do not have a US phone number yet, please choose the “Security Questions” option.
- Click “Continue to Account”.
- The next time you log in, you’ll be asked to confirm your email address.
- After you confirm your email address, you will need to enter the Username and Password that you created earlier and click “Sign In”.
- Next, you will receive an email that your HealthSafe ID registration is complete! Now you can log in again through the UHC App or online via My Account.
- Within your account, you can select the “ID Card” link to see a digital version of your insurance card. You can download, email, or print your ID card from this screen.

Assessment of Insurance Premium
F-1 Visa Holders ― The insurance premium will be added to students’ accounts. The premium will be assessed on a semester basis. Spring charges will include the summer premium, so students are covered throughout the entire year. (Students graduating in the spring will not be assessed the summer premium).
- What if I will be returning to my home country for the summer? You may request to waive the summer premium, if you do not intend to be in the US for the entire summer. Please complete the Summer Health Insurance Waiver request by March 15th.
J-1 Visa Holders ― Visiting scholars (professor, researcher, student interns) will be assessed a premium tailored to their program dates. ISS will provide you with instructions on how to pay the premium upon arrival to Brockport.
OPT Students ― You are required to have insurance coverage while on OPT. Your employer may offer you the coverage or you may choose to purchase it through SUNY. It is your responsibility to ensure that you are covered. To request SUNY coverage, please complete the OPT Updates Form.
Waiver of Medical Insurance
Students may submit a waiver request to SUNY, if they show proof of comparable major medical coverage.
To apply for a health insurance waiver:
- Follow the instructions found on the waiver portal.
- If approved, you will be notified via email.
- Upload a copy of the approval email to the ISS Health Insurance Waiver Notification Form.
When our insurance broker reviews waiver requests, they check that the insurance meets the following requirements:
- Most alternate health insurance plans must be headquartered and underwritten in the U.S.
- The plan must be compliant with the Patient Protection and Affordable Care Act (ACA), which includes (but is not limited to) the following mandatory benefits:
- Ambulatory patient services (outpatient services)
- Emergency services
- Hospitalization
- Maternity and newborn care
- Mental health and substance use disorder services, including behavioral health treatment
- Prescription drugs
- Rehabilitative and habilitative services (those that help patients acquire, maintain, or improve skills necessary for daily functioning) and devices
- Laboratory services
- Preventive and wellness services and chronic disease management
- Pediatric services, including oral and vision care
- Plans need to be equal or greater than the SUNY plan with no maximums or benefit limits.
- Plans need to include medical evacuation/repatriation with no benefit limits.

Dependent Coverage
Dependents (up to age 19 years) of all covered persons may purchase the insurance plan. Dependent coverage is voluntary and enrollment must be made directly to United Healthcare within 31 days of the date that the dependent becomes eligible (i.e., the date that a person enters the country on a dependent’s visa, marries an eligible person, or date of birth for newborn dependents) for coverage under this plan. Dental Insurance
The routine vision and dental care that is built into the United Healthcare policy only covers students through the age of 18.
Separately, all international students are enrolled in the Reliance Standard dental coverage, which extends the dental benefits past the age of 18. For that coverage, students must visit the Reliance Standard website directly and follow the instructions to access your account. When registering, you will need to use the last 4 digits of your student ID number (even though the website says SSN) and then enter the campus zip code (14420).
Please note, since Reliance Standard is a separate insurance carrier, your dental insurance account will be separate from the United Healthcare site.
